My Lords, I apologise to the House for having been detained in the Moses Room earlier in another debate. My Lords, I thank everyone who has taken part in this utterly absorbing debate on three reports that remain very current despite being quite old. I thank the Minister for being on his feet for half an hour and batting back many of the balls in his typically agreeable way. One of the most notable comments, to me, was made by the noble Baroness, Lady Chapman. She said how pleasant it was that this was a forward-looking debate.
